Community Project Funding - FY2024

Listed below is a summary of the 15 projects Congresswoman DeLauro submitted to the House Appropriations Committee for FY 2024, along with each project's recipient, requested amount, and required financial disclosure letter. The projects are listed in alphabetical order by recipient location.

In compliance with House Rules and Committee requirements, Congresswoman DeLauro has certified that she, her spouse, and her immediate family have no financial interest in any of the projects she has requested.

Bethany - Bethany Volunteer Firemen's Association - $760,000

  • The Bethany Volunteer Firemen's Association is seeking funding to construct a burn building / training facility. The project will be officially named the "Bethany Emergency Services Training Facility". The two and a half story training structure has four working deck levels. The design is similar to a residential home, including an L-shaped staircase, usable attic, double door entry, gabled shutters, and a burn room area or garage. All doors/shutters are operational from both sides. the stairs and railings meet IBC/NFPA 1402 standards. The design and construction of the structure allows for the burning of pallets to produce a realistic fire environment. They are also adding a collection system for the water used to extinguish the fires. This structure will allow firefighters to train on all aspects of their job including, search and rescue, forcible entry, ladder operations, firefighter safety and survival, fire attack and more. Most importantly this would give firefighters the ability to train in a more realistic environment with live fire, heat, and smoke. EMS personnel will also be provided with countless training opportunities within this structure.

Derby - City of Derby - $2,798,000

  • The proposed property acquisition and road construction project will cover a portion of a scrapyard purchase one block from the Derby-Shelton train station and the connection of Factory Street through Caroline Street to the intersection of Main and Elizabeth Streets to support revitalization and transit-oriented development. A hotel and a mixed-use commercial/professional building will be built, which will also contain the Senior Center and 2 and 3-bedroom high rise residences. The road (“U Street”) will have ADA sidewalks and ramps, storm drainage, granite curbing, ornamental street lighting, and landscaping. The project is aligned to Derby’s POCD and other placemaking efforts (brownfield redevelopments, Main Street widening, parking garage rehabilitation). Since the original RAISE and Urban Act grants were awarded in late CY21, Derby has worked diligently with partners on design plans and a purchase agreement.

Guilford - Town of Guilford - $3,255,667.96

  • The funding would be used to upgrade critical components of the public safety communication network system used by the Guilford Police Department.

Hamden - Hamden Police Department - $5,300,000

  • The funding would be used to purchase (replace and upgrade) the Town of Hamden's Police Department fixed radio network communications equipment to assist law enforcement agencies in investigating, responding to, and preventing crime.

Middletown - YMCA of North Middlesex County - $2,000,000

  • The Northern Middlesex YMCA facility built in 1928 and expanded in 1972 is situated at the corner of Union and Crescent Street, at the end of Main Street, in downtown Middletown. The Y is a Classical Revival style, historically significant 81,000 sq. ft. building that houses two pools, a gym, a fitness center, a preschool center, 62 single-room occupancy men’s residences, classroom spaces, offices, and a community room. This grand old building has never had any major improvements and requires significant rehabilitation to meet the community’s current needs and preserve the Y for future generations. To that end, the proposed capital project renovates 20,000 SF of the facility and includes an addition of 10,130 SF of new space. The Y’s Schwartz Men’s Residence Housing Development is Phase 1 and consists of preserving 62 “at-risk” low-income units. In addition to this critical housing, residents will be offered services to improve their quality of life and economic stability. The South End renovation and expansion is the second phase completes the rehabilitation and preservation of the overall Y facility. The project addresses the most critical capital needs. It improves the handicap accessibility and adaptability of the Y, supporting the Y’s strategic vision to expand youth development programs, childcare, and community wellness services and providing equitable access to programs and services that improve individual and family life.

Milford - Boys & Girls Club of Milford - $2,000,000

  • The renovation of the existing St. Gabriel’s School to a Boys & Girls Club Clubhouse will enable the Boys & Girls Club to increase total membership from 1000 youth per program year by a projected 100% over the next 5 years, allowing the Club to serve over 2,000 kids annually. It is anticipated that the average of 240 members served daily will increase to more than 400 per day. By renovating a new Clubhouse and 10 acres of open space their goal is to expand their capacity to serve children and young adults, ages 5 -18, specifically by increasing access to recreational sports, improving programming opportunities, expanding hours of operation, and expanding services for teens.

New Haven - Central Connecticut Coast YMCA - $4,750,000 

  • The requested funding would be used to increase their footprint to serve members of the community. For decades, the Stratford Branch Y has operated on only two acres, including 52 parking spaces, allowing no room for growth. Two residential properties located directly in front of the Y were purchased in 2020 expanding the Stratford Y’s footprint by .6 acres. To be fully able to serve, however, the Y must acquire more land. Opportunities have been presented to acquire five additional properties contiguous to the Stratford Y’s current parcel that would allow the Y to add an additional 1.2 acres to its footprint. Developing a new Stratford YMCA and expanding the Y’s footprint will allow us to more than double the number of youth, teens, adults, and seniors served from 10,000 to 25,000. Expanding their space will allow for the expansion of their Health, Wellness, & Fitness programs; school-Age Child Care; Pre-School Child Care and School Readiness; and Summer Day Camp.

New Haven - Boys & Girls Club of Greater New Haven - $1,934,625

  • The requested funding would be used to renovate the Clubhouse would improve safety, accessibility, and the quality of the  facilities. The Clubhouse is viewed as an oasis of support and safety in a challenging environment. With an updated, modern facility, the Boys & Girls Clubs of Greater New Haven will continue to serve as a central youth and family community center and allow us to serve more youth and meet community needs, especially those who live near us in the Hill neighborhood of New Haven. The property rehabilitation would include: 1) Replacement of low-slope roof and skylights; 2) Exterior masonry restoration; 3) Safety Upgrades; and 4) Interior program and recreational renovations.

New Haven - Columbus House - $3,000,000

  • This project will create approximately 90 single occupancy shelter rooms with individual bathroom facilities and to create a campus where clients can securely meet with their case managers. The funding will also support improvements to the HVAC systems and overall building performance and sustainability including climate resilience. The project also seeks to create smaller, distributed break-out rooms for Columbus Houses staff to meet and residents to commingle. This redesign will allow Columbus House to safely shelter clients during the current public health emergency and any future ones.

New Haven - Friends Center for Children - $4,000,000

  • The Friends Center for Children Flint Street Family Campus Phase 2 Project is designed to address a critical family, child, economic, and workforce issue. New Haven has a long-standing and urgent need for accessible high-quality early childhood care and education, especially for infants and toddlers. Friends Center for Children’s planned 2nd phase of construction and renovation of the former Cine 4 Theater location in New Haven will help to fill this gap. The Flint Family Campus Phase 2 Project, when complete, will host a total of 80 Infant/Toddler spots in 10 infant and toddler classrooms, a lending library, eight executive offices, a gross motor space, playgrounds, and green spaces. By adding these classrooms and executive offices, Friends Center will be able to serve a total of 264 children and their families, and 99 educators, across four New Haven neighborhoods.

New Haven - Connecticut Community Outreach Revitalization Project (ConnCORP) - $5,000,000

  • ConnCAT Place on Dixwell reflects a carefully curated vision of restorative and sustainable economic revitalization in the Dixwell neighborhood of New Haven. ConnCAT Place at Dixwell will be a 7.5-acre sustainable, mixed use development that addresses the city’s economic development plans for Dixwell, connecting the Dixwell corridor to downtown, while also responding to the community’s needs. A signature part of Phase 1B will deliver a grocery store and food hall to the Dixwell community of which this request will help build that needed amenity in the community. In 2021, Advance CT conducted an economic impact analysis of this development. Overall, ConnCAT Place on Dixwell will generate nearly $1 billion in economic activity to the state of CT over a 10-year period, as well as create 745 jobs, of which 544 will be created in the city of New Haven. Of that, the grocery store and food hall buildings will generate $210MM in economic activity and over 200 jobs throughout the 10 year period.

New Haven - New Haven Police Department - $1,530,000

  • The funding would be used to acquire training materials for police cadets at the New Haven Police Department Training Academy.

Prospect - Town of Prospect - $1,440,000

  • Coachlight Water Main Installation: The funding would provide a federal match which, combined with other funding, would be used to install a new water main to service a neighborhood in the town.

Wallingford - Connecticut Foodshare - $2,000,000

  • The requested funding would be used to increase their capacity to store and distribute frozen food by 44%. This funding will support the construction and expansion of Connecticut Foodshare’s industrial warehouse space at their Wallingford headquarters to enable them to receive additional fresh and frozen product. Currently Connecticut Foodshare has capacity to store and distribute 625 pallets, or 438,000 pounds of frozen product. The proposed expansion would enable them to increase their frozen storage capacity by 44% and their cooler space by approximately 20%, resulting in capacity to serve an additional estimated 2 million meals throughout the state of Connecticut.

Woodbridge - Marrakech, Inc. - $3,000,000

  • Marrakech, Inc. is a diverse, nonprofit organization that has been providing quality and cost-effective human services to children and adults throughout Connecticut since 1971. Their almost 700 caring and inclusive employees support over 1,000 individuals annually, including those with intellectual and developmental disabilities, mental illness and physical disabilities; those experiencing homelessness and battling substance use disorders; youth involved in the foster care system or adult probation; individuals who are unemployed or underemployed in need of training and job placement assistance; and many more. The Lunar Drive Renovation will revive Marrakech's main office that houses the administrative and program support functions that are essential to quality service delivery. In doing so, the project will also address what some may consider to be a blighted building. This project will not only impact the persons supported, their families and the many employees who work in or frequent the building, but will also impact the community around it as they improve the condition of the building. Therefore, more than 2,000 people will be positively affected by this project.
