Chair DeLauro Applauds Trade Provisions in the America COMPETES Act of 2022

DeLauro National Critical Capabilities Defense Act Included in Recently Introduced House Legislation that will Strengthen our Economy and National Security

NEW HAVEN – House Appropriations Committee Chair Rosa DeLauro (CT-03) released the following statement applauding the trade provisions in the America COMPETES Act of 2022 introduced in the House earlier this week:

"The House's America COMPETES Act is a comprehensive package that strengthens American manufacturing and our ability to compete on a global scale and gives us the tools to fight for U.S. jobs and protect critical supply chains. This vital legislation addresses some of the key trade challenges that the U.S. is facing, particularly with China. It includes a robust renewal of the Trade Adjustment Assistance program to support workers who lost their job because of nefarious trade practices by China and other countries. It strengthens our trade laws, putting an end to China's export of goods to us valued below $800 to avoid paying import duties and often avoid screening to determine whether those goods are made with forced labor.

"I am also pleased that the America COMPETES Act includes my bipartisan, bicameral legislation, the National Critical Capabilities Defense Act. I introduced this legislation with Representatives Pascrell, Spartz, and Fitzpatrick as a companion to Senate legislation authored by Senators Casey and Cornyn. The inclusion of this bill creates a robust review process to protect our supply chains by screening outbound investment and guarding against the offshoring of critical capabilities to adversaries like China and Russia. This provision is a straightforward approach that recognizes how important our supply chains are to our national, health, and economic security.

"With the House's America COMPETES Act, we will strengthen our economy and national security by starting to level the playing field with China. This bill strengthens U.S. global competitiveness, protects U.S. workers and their jobs, and ensures that many unfair trade practices that have harmed U.S. manufacturing are a thing of the past.
