DeLauro Requests Federal Investment in 3rd Congressional District and State of Connecticut Transportation Projects
Washington, DC – With the current surface transportation authorization measure, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA–LU, PL 10959) – which allocates resources to state departments of transportation and national transportation priorities, such as highway and transit investment -- set to expire on September 20, 2009, Congress is in the process of beginning to craft a new law to replace it. Congresswoman Rosa L. DeLauro (Conn. -3) announced the list of projects in the 3rd Congressional District and the state of Connecticut that she submitted for consideration
This Congress has created unprecedented new transparency on requests for federal funds, which she strongly supported:
• Members must now certify that they have no financial stake in their request;
• Now, the members requesting an a specific appropriation must be identified;
• Members must post their requests for funds on their website;
• Requests for funds must be timely and reviewed by the Department of Transportation for appropriateness; and
To make sure her requests for funds best serve Connecticut, DeLauro has added additional criteria:
• Projects that create jobs, foster long term growth and improve financial security;
• Improve the quality of life in towns and Connecticut;
• Projects that find creative ways to get more from taxpayer dollars and reduce future government expenditures; and
• Prevent irreversible or hard to reverse harm to the environment or communities. DeLauro requested funding for the following projects benefitting the 3rd Congressional District and the state of Connecticut. Please note that the dollar amounts listed are what were requested for the project, although not all projects will be funded and it is common for projects to be funded at lower levels than requested.
Barnum Ave (Rte 1) / Main Street (Rte 113) / Nichols Ave (Rte 108) Intersection Improvements-Barnum Ave to Railroad Station (Stratford, CT)-$7.5 million: to reconstruct the Stratford Route 1/Route 113/Route 108 intersection, and improve sidewalks and roads, mitigate traffic congestion, and conduct streetscape improvements.
Campbell Avenue Streetscaping (West Haven)-$3.76 million: To repair, replace and update sidewalks, roads, benches and lighting, and to increase the safety, mobility and pedestrian usability of the thruway along Campbell Avenue in West Haven, CT.
Green Energy Initiative for Campus Transportation (Southern Connecticut State University)-$2.26 million: To purchase bio-diesel shuttle trams, reconstruct walking paths into shuttle trails, replace gas-powered utility vehicles with electric vehicles, construct a tram storage facility, and install solar panels for the electric vehicles.
Intermodal Transportation Center (Waterbury, CT)-$10 million: For development costs associated with site acquisition and remediation, architectural and engineering services, and construction.
Main Street Streetscape Project (East Haven, CT)-$3.6 million: For streetscape improvements on Main Street, including roadway construction, granite curbing, and the installation of concrete sidewalks, pavements and driveways.
Main Street Streetcar Service Project (Middletown, CT)-$6 million: To develop a streetcar service for Main Street in Downtown Middletown, Connecticut with a tracked, steel-wheeled streetcar operating on the inside travel lane of each side of Main Street.
Naugatuck Pedestrian Greenway (Naugatuck, CT)-$4.5 million: For the design, permitting, right-of-way acquisition, and construction of various trail segments of the Naugatuck River Greenway located in Naugatuck, CT. The greenway will include pedestrian and bicycle facilities.
Naugatuck River Greenway (Waterbury, CT)-$5 million: For greenway studies, research, design, engineering, plan, work and construction; environmental review, mitigation and remediation; property and right-of way acquisition; infrastructure construction, rehabilitation, installation and improvement.
New Haven-Hartford-Springfield Corridor Restoration/Double Tracking (New Haven ConnDOT)-$40 million: to develop the New Haven – Hartford - Springfield rail corridor to the levels required by Amtrak including the full restoration of the two-track system over the 58-mile length of the NHHS line.
New Haven Line-Systems Modernization & Capacity Improvements (New Haven ConnDOT)-$10 million: For the upgrade of the New Haven Mainline Signal System, the installation of Positive Train Control, and the restoration of the fourth mainline track between New Haven and Bridgeport.
New Haven Line-Station Improvements Design & Construction (New Haven ConnDOT)-$10 million: To reconstruct and replace platforms at New Haven Line Rail Stations, including the Danbury, New Canaan and Waterbury branch line stations.
New Haven Maintenance Facility Complex (New Haven-ConnDOT)-$10 million: For activities necessary for the construction of a new maintenance and storage facility complex in the City of New Haven, Connecticut.
New Haven Streetcar (New Haven, CT)-$10 million: To engineer, design and construct the New Haven Streetcar Project under the Small Starts Program.
Parmelee Hill Road Resurfacing (Durham, CT)-$593,644: For road pavement reconstruction to include drainage, culvert installation, and guardrail safety improvements.
Pearl Harbor Memorial Bridge Replacement-Contract E; Q Bridge (New Haven-ConnDOT)-$50 million: for the I-91/I-95/Route 34 Interchange reconstruction project.
Route 8, Phase III – Final Design and Construction (Valley Council of Governments Derby)-$20 million: For final design, acquiring rights-of-way, conducing environmental remediation, administration, construction management, utility relocations and construction and reconstruction of Route 8 and accompanying frontage roads, ramps, bridges and local connectors.
Route 34 Reconstruction, Rehabilitation and Restoration of the Street Grid (New Haven, CT)-$20 million: To design, reconstruct and rehabilitate Rt.34 between I-95 and Park St including the replacement of the street grid taken for the Rt. 34 right-of-way.
Shoreline Greenway Trail (East Haven, Branford, Guilford, Madison, CT)-$7.2 million: To plan, design, engineer, conduct an environmental review, acquire right of way, conduct alternative analyses and construct the Shoreline Greenway Trail, a multi-use trail from lighthouse point on New Haven Harbor to Hammonasset Beach State Park.
Stratford Railroad Station Improvements (Stratford, CT)-$5 million: To design, plan and construct Railroad Station improvements, including construction of canopies, extension of platforms, extension of parking lot, and creation of a greenway connector for bicycles and pedestrians.
Tomorrow’s Downtown Development Plan, North Main Street Revitalization (Beacon Falls, CT)-$9.04 million: For planning, survey, design, engineering and inspection, environmental studies and reviews, acquiring rights-of-ways, conducting alternative analysis and constructing improvements on North Main Street and Lopus, Cold Spring and High Rock Roads.
Train Station (East Haven, CT)-$10.4 million: For design work and right-of-way acquisition for the purposes of the planning, implementation and construction of a commuter rail station, which will serve the New Haven rail line.
Universal Drive Reconstruction (North Haven, CT)-$1.248 million: For the reconstruction of Universal Drive, including pavement rehabilitation, widening and milling to provide better traffic operations, improved sight distances, gentler curves and an additional northbound lane to alleviate congestion.
U.S. Route 5/CT Route 15/Yale Ave Interchange Improvements (Wallingford, CT)-$15 million: To finalize current improvement concepts and advance the planning, design, permitting, and construction of the interchange improvements at U.S. Route 5, CT Route 15 and Yale Avenue.
West Haven Community Pedestrian and Bicycle Improvement Plan (University of New Haven)-$1.6 million: To plan, design, engineer, conduct an environmental review and construction of West Haven Community Pedestrian and Bicycle Improvement Plan; University of New Haven, West Haven, Connecticut.
