The hearing is called to order. I want to welcome Ranking Member Kingston, our fellow Members of the Committee, and our distinguished guests today to this, our second hearing of the Agriculture Appropriations Subcommittee this year.

"I applaud the President's remarks today on moving forward with health care reform, and especially his sense of urgency. The plan he laid out today encompasses the best of both the Democrats' and Republicans' ideas: protecting patients and consumers, holding insurance companies accountable, and reducing costs for those who have insurance while making coverage more affordable for people currently without it.

Larson joined Congresswoman Rosa DeLauro (CT-03), an original co-sponsor, in supporting H.R. 4428, The Children's Toxic Metals Act, which will prohibit the manufacture, sale or distribution of children's jewelry that contains cadmium and other toxic metals.
