Today, U.S. Representatives Rosa DeLauro (D-CT-03) and Jim Banks (R-IN-03) introduced the bipartisan SHIELD Act. This legislation would establish an Office of Economic and Security Preparedness and Resilience to set priorities to ensure resilient United States supply chains and robust domestic production in sectors vital to national security. It would help eliminate supply chain dependency on China and is inspired by a recommendation from the US-China Economic and Security Review Commission’s 2022 Annual Report to Congress.

The End Diaper Need Act of 2023 would create a $100 million demonstration program for distributing free diapers and diapering products in states, communities, and nonprofits around the nation to help reduce the diaper need in low-income families and underserved communities. The members also introduced a resolution that hails the week of September 18 as National Diaper Need Awareness Week.

This legislation would help ensure that employees have more certainty about their work schedules and incomes. It addresses unstable, unpredictable, and opaque scheduling practices, like placing workers “on-call” with no guarantee of work hours, scheduling them for “split shifts” of non-consecutive hours, sending working home early without pay when demand is low, and punishing workers who request schedule changes.
